Texas Burning: 63 Fires Since Sunday; More Than 300 Houses Damaged or Destroyed

High winds and drought conditions are fueling dozens of fires in Central and East Texas that have scorched thousands of acres, burned hundreds of homes and claimed lives.

A 20-year-old woman and her child died in their trailer home Sunday near Gladewater, Texas, unable to escape the inferno that one longtime Texas sheriff said was the fastest-moving fire he had ever seen. That fire has since been extinguished.

The largest wildfire currently burning in the state began Sunday afternoon in Bastrop County and has blackened more than 14,000 acres, caused over 5,000 people to evacuate and damaged or destroyed at least 300 homes, according to fire officials. The 16 miles wide and four miles long blaze, southeast of Austin, continues to rage unchecked.

Tropical Storm Lee causes severe flooding across Gulf states


New Orleans (CNN) -- While New Orleans has braved Tropical Storm Lee without any major problems, residents of other communities on the Gulf Coast soldiered through severe flooding Sunday from the plodding, drenching storm.
State and local officials -- plus the Facebook page for Louisiana's emergency management division and New Orleans Mayor Mitch Landrieu -- reported flooding in numerous Louisiana parishes including Iberia, Terrebone, Plaquemines, St. Bernard, St. Tammany and Jefferson.
Mississippi has also been hard hit. A news release Sunday from its emergency management agency points to several flooded roads and damaged homes in Hancock, Harrison, Jackson and Stone counties. And the website for Entergy, a major utility in the area, shows mostly pockets of power outages as far west as the Houston suburbs and as far north as Arkansas.
Centered over southern Louisiana, the storm continued to pump out rain -- as much as 20 inches expected in spots through Monday night, according to the National Hurricane Center -- as it chugged northward Sunday toward the Tennessee Valley. In an advisory, the center warned, "These rains are expected to cause extensive flooding."

Photographer shares unusual view of twin towers before 9/11


It was a photo that anyone might have taken. In the years leading to Sept. 11, 2001, Americans took to the skies like never before, numbering in the millions, taking in the bird's-eye view above the clouds. Katie Weisberger, a freshman in the photography program at New York University, was flying back from her home in Richmond, Virginia. She had a Nikon 35 mm film camera at the ready when the twin towers came into view.

Weisberger has always loved seeing the world through a lens. School reinforced that habit, sharpened her eye. What particularly prompted her to take roll after roll from her window seat was an utterly lovely April day dawning in New York.
"It was very early morning, and I just remember it being really beautiful, watching the sun rise and taking photographs," Weisberger recalls. "I had no idea I took that photo. It was on the negative."
That photo — developed at a drugstore or photo lab — was a horizon shot, layers of blue sky streaked with a barely perceptible reddish haze and oceans of roiling clouds that submerged all of New York except for the twin towers. That one heartbreakingly glorious moment stood out, between a picture just of clouds and another of the entire city. Then, she stowed the prints away.

She would pull them out five months later. Weisberger, who spent the summer waitressing in Boston, was beginning her sophomore year at NYU, in the Department of Photography and Imaging. "I was getting ready for school. It was maybe my second day of class," she recalls. Her dormitory was located southwest in the Village, close to the World Trade Center. When she and her boyfriend at the time, Ryan, walked outside, they looked up and right through a hole burning in one of the towers.
"We kept walking and didn't know what to make of it," she says. They continued on, stopping on Sixth Avenue for orange juice and a bagel. There, they saw the second plane hit. "Crowds of people just stopped in their tracks. And at that moment, I realized that it was terrorists." Shell-shocked, she and her boyfriend -- who was booked on a flight later that day -- said goodbye, and she headed to her first day of dance class. For two surreal hours, the teacher taught the fully attended class as if nothing had happened. As if two hijacked Boeing 767s hadn't crashed into one of New York's greatest landmarks just blocks away. At the end of class, a woman came in, announcing, "'The towers have fallen. I don't know if you know what happened.'"

Weisberger didn't have her camera equipment on her, not for dance class, but she didn't take photos that day, nor much at all after 9/11. There were too many others documenting the devastation, capturing bits and pieces of the unfathomable.
Instead, she remembered her photo, in storage under the bed. She knew people would want to see it, and when the storefront exhibit "Here Is New York: A Democracy of Photographs," sought out contributors, she turned in her print. Hers became No. 1621 in an exhibit that would eventually comprise 5,690 images and travel the world. In the 2008 book "After Photography," NYU photography teacher and author Fred Ritchin noted:
Interestingly, the best-selling image from the exhibition (the proceeds from the photos, which were selected by interested buyers without at first knowing who made the image, went to charity) was by Katie Day Weisberger, a student who had, a few months before the attacks, photographed the World Trade Center towers emerging from the clouds while seated in a passing airplane.

STATE OF CALIFORNIA


It’s been a year since we launched news.ca.gov, and it has proven to be valuable tool. Already, more than 5,000 people use it each month to catch up on California news.
The news site, which was launched in July 2010 as a part of the award-winning CA.gov State portal, aggregates real-time news and social media from across state government into a central page. More than 200 news feeds, Twitter feeds, and YouTube channels continuously populate the site with up-to-the-minute news. Clicking on topical areas such as business, education, government, health and safety, family, and visit provides users a view into new items organized by category. Users can also search for topics using the search feature. The site provides a way for people to find out what is happening in California – at a glance.
The unique part of the site is that it is constantly updated with real-time information, but it costs virtually nothing to operate or manage. As state agencies publish their news feeds, make Twitter updates, and post YouTube videos, the site is automatically updated with new content. The only time the system needs to be touched by staff is when a new feed is added or deleted.
Before the creation of this news site, there was nothing like it available in state government. Anyone looking for up-to-date news and information would have to go directly to each agency website and search for it. Now, those looking for the news can go to the news.ca.gov site and find all of the information in one place.
Since we first launched the site, there have been improvements. In January, we added the ability to search the news site and began archiving all of the Twitter, YouTube, and news feeds. Also, we added the ability to subscribe to the feeds. For example, if someone wanted to subscribe to the business news, they could subscribe and get all of the news delivered to their preferred news reader (e.g., Google Reader, FeedDemon). Once they subscribe to the feed in their own reader, they don’t even have to visit the news.ca.gov page since their own news reader will check for updates for them.
We also created a mini-news channel widget http://www.ca.gov/Multimedia/multimedia_rss.html. The dynamic widget takes all the feeds and puts them into a compact package, making it available for anyone to embed on their websites. The widget has received more than 6,300 impressions and has already been embedded on a number of different websites (including .com and .org sites). This brings more traffic to the news site and to state agency social media channels.

WASHINGTON –– The Internal Revenue Service is providing tax relief to individual and business taxpayers impacted by Hurricane Irene.

The IRS announced today that certain taxpayers in North Carolina, New Jersey, New York, Vermont and Puerto Rico will receive tax relief, and other locations are expected to be added in coming days following additional damage assessments by the Federal Emergency Management Agency (FEMA).

The tax relief postpones certain tax filing and payment deadlines to Oct. 31, 2011. It includes corporations and businesses that previously obtained an extension until Sept. 15, 2011, to file their 2010 returns and individuals and businesses that received a similar extension until Oct. 17. It also includes the estimated tax payment for the third quarter of 2011, which would normally be due Sept. 15.

Full details, including the start date for the relief in various locations and information on how to claim a disaster loss by amending a prior-year tax return, can be found in tax relief announcements for individual states on this website.

The tax relief is part of a coordinated federal response to the damage caused by the hurricane and is based on local damage assessments by FEMA. For information on disaster recovery, individuals should visit disasterassistance.gov.

Tax Relief Available So Far

Filing and payment relief is currently available to taxpayers in federal disaster areas declared in North Carolina, New Jersey, New York State, Vermont and Puerto Rico. The IRS expects to announce tax relief for taxpayers in other areas as damage assessments continue. The IRS encourages taxpayers and tax practitioners to monitor Tax Relief in Disaster Situations on this website for updates.

So far, IRS filing and payment relief applies to the following counties and municipalities:
